Hallow City, The Dark before the dawn

When the economy slumps panic spreads all over the world. Businesses are failing forcing thousands into unemployment with no money coming in, and even those that manage to keep their jobs are feeling the pinch as the cost of living increases. The cities have become isolated, left to fend for themselves meaning each city is a different experience, able to make their own rules and ways of enforcing them. Human rights has also gone out the window leaving the civilians vulnerable to those in charge.

Such a city is Hallow City, a large city situated on the coast with lots of housing estates, business parks and a river running through its centre. The slump has hit the city hard and it is quickly dying, the mayor having to come up with radical and cruel plans to try and breath life back into the city. Most of the money the city has left is being pumped into the police force, but yet the criminal numbers are rising. The once pleasant streets are turning into slums, many civilians thrown out of their homes due to not being able to pay the bills, leaving empty boarded up houses, ghosts of the past.

The average civilians are also revolting, sick of the way the rich are treated better, finding the increasing poor/rich divide unfair as the rich only seem to be getting richer whilst they loose their jobs and homes.

Hallow city is also full of homeless, those who suffered at life's cruel twist of the wheel. Savaging in bins or ganging together it is no longer a rare occurrence to see someone living on the streets. Civilians too busy with their own problems to worry or care about the rising number of homeless, stopping themselves from also becoming homeless.

Both life on the street and in normal civilisation are becoming increasingly difficult and stressful. Once simple things have now become so difficult such as buying groceries to feed the family or even walking home as the amount of muggings is increasing.
So as Tension rises in the city, more and more people loosing their livelihood and even their lives could you survive in
